Property is put under contract to purchase, with due diligence
Survey property
Acquire Phase 1 environmental report
Geo-tech soils report, if necessary
Acquire Phase 2 environmental report, if necessary
Preliminary planning with an architect
Entitlement:
Public meetings with a design review board, with public participation
